I remember when Unicorn was working on submitting the badge years ago. I believe the local pursuivant (Kenelm, I'm thinking it was, but I wouldn't bet the farm on it) took various ideas and bounced them off the populous. They all settled on the design that you found in the files. I believe that the local commentors found conflicts and sent it back for overhaul. Some of the commentors may have made notes, so if you're really driven you might ask them to check. Best bet for commentors back then would be me (though onviously I'm no help in this case [sorry]), Lancelin, Dmitri, Broom, and maybe Bohemier or Daffydd, though it might be before Taffy got desperate enough for something to do to resort to heraldry.

Anyway, I'm about 85% sure that the badge was returned by Baronial for conflict, Kenelm graduated, and the College's zeal to register a badge sort of dissapated shortly thereafter. I do not believe it was ever formally submitted to Kingdom and lost or anything.

If you're interested in starting registration for a badge, I'd start from scratch. It's a different group with different people and heraldic conflicts are much less prevalent than they were back then.
